CEC stresses on transparent election

TEZU, Aug 19: The Chief Election Commissioner of India Navin Chawla had advocated a transparent and healthy trend of peaceful election while interacting with DEOs and SPs of eastern parliamentary constituency during his one- day visit to the Lohit district on Aug 19.

Congratulating them for the excellent performance in the recently held Lok Sabha election despite all odds, Chowla encouraged them to come up with more commitments in the coming Assembly Election

The Assembly election, everywhere is a tough one as it touches all core issues closer to the people and manifold nature of complaints are likely to rise and election related officers are to be very vigilant. The problem of isolation, surface communication, network connection and security personnel are notable problems in this Himalayan state but he insisted on utilization of limited resources at our disposal though proper planning.

The officers on election duty are under the direct control of ECI and it is pertinent on their part to discharge their duties impartially without any swing of decision to a particular party.

He said that one observer will be appointed for each Assembly constituency and micro-observers from central Govt officer positioned in the state will be appointed to oversee the election process. Use of video and digital camera in all sensitive polling booths can be affective tool to avoid booth capturing and other election related violence and stocking of reserve EVMS is a must in remote locations. Disclosing specific public complaints on increase of voters, deletion of names, enrollment of under aged voters in many places and other complicacies in electoral roll, the CEC urged all DEOs to keep alive to those complaints with all statutory laws. The policing in election time is very crucial and concept of neutrality has to be maintained by the law enforcing authority. He also disclosed that efforts are on to activate the BSNL during election period.

The CEC has a patient hearing on problems faced by DEOs and SPs of each district and assured to take up all urgent issues.

The Deputy Chief Election Commissioner and Commissioners who accompanied the CEC, while expressing their views, said that DEOs and SPs as a team should deliver their best with a nonnegotiable neutrality to curb money and muscle power. Huge increase of electoral roll, dual voting and other addition and deletion in the election roll is constantly monitored by a team. The poorer area should be given special attention as they are the soft targets in many places, they opined.

While raising their burning problems that confront a congenial election, the DCs and SPs of Changlang and Tirap appealed for additional paramilitary forces to tackle added problems of insurgency in those districts. Helicopter services in four polling booths at Anini, Vijaynagar in Changlang district, Tuting, Getting and Singla in upper Siang district were also raised by the DCs. The DCs and SPs of newly created district like Anjaw where police strength was not provided placed their additional requirement. The shortage of Para military and police force were raised by all SPs sensing urgent need of it in every Assembly election.

The visit of high dignitaries is hailed as landmark as DEOs and SPs of seven districts found it as a desired platform to speak out their hearts on multifaceted problems at the closest range. The Chief Election Officer and joint CEO also accompanied the dignitaries, DIPRO

DP Mission thank CM for 5 Cr corpus fund

ITANAGAR, Aug 19: Donyi-Polo Mission management thanked Chief Minister Dorjee Khandu for announcement of Rs. 5 crore as corpus fund to Donyi-Polo Mission School for hearing Impaired, Chimpu, Itanagar on the occasion of Independence Day.

DPM School for hearing impaired is the only school in the state which has been providing education training and rehabilitation to the hearing impaired children of the state since its inception in October 15, 1990. Recently it has also introduced school for visually impaired children and at present five children from Kurung Kumey District enrolled.

Altogether 43 hearing impaired students have passed class X Board examination from the institute till now and most of them are engaged in government jobs. The school also received National Award in 1998 from the ministry of Women and Child Development, government of India for outstanding services towards the less privileged section of the society. But recently the institution was facing acute financial crises as the institution has not been receiving any grant from the Ministry of Social Justice and Empowerment, government of India. Since 2001 the quantum of grant released by the department of school education government of Arunachal Pradesh was insufficient to provide better privileges to the children and good salary standard to the staff who are engaged for rehabilitation of the children.

The provision of Rs 5 crore as corpus fund for the school by Chief Minister will certainly strengthen its activities in the larger interest of the less privileged children.

The management also extended thanked to Governor JJ Singh, first lady of the state Anupama Singh, Secretary to Governor PS Lokhande and Department of Planning for their sympathetic attitude toward the unprivileged children and initiation for improving the financial situation of the school.

Road blockade creates havoc in Daporijo

ITANAGAR, Aug 19: Tamin Elite Society, Daporijo highlighting the grievances of the people after flash flood on August 13, said that due to road blockade college students and visitor are stranded in District head quarter, Daporijo and are not able to proceed to their respective college.

It appealed the District and the concerned authority to make necessary arrangement for air lifting and immediate restoration of road link.

It further appealed the District administration and the BRTF officials to inspect all the steel bridges within the district and make necessary renovation to avert accident and urged the Minister, MLAs and ZPMs of the district to intervene in to the matter.

Over 2000 people benefited from mega health camp

ITANAGAR, Aug 19: A total of 2591 patients were benefited from a two-day mega health camp organized by Kalaktang Amate Welfare Association, Kalaktang in collaboration with Siang Health Mission, Camp Naharlagun and R K Mission Hospital, Itanagar at CHC Kalaktang on Aug 15 and 16 last.

Overall 22 doctors examined the patients who came from far-flung areas of West Kameng and Tawang districts and neighbouring Bhutan. There were 58 surgical procedures (33 laparoscopic tube ligations and 25 general and paediatric Surgical cases), 550 eye cases out of which 36 cases were operable and more than 130 patients received eye spectacles at nominal rate on the spot during the camp. Specialists of all the departments from General Hospital, Naharlagun, RK Mission Hospital, Itanagar, Niba Hospital, Naharlagun and from private practitioner of Naharlagun attended the camp. 260 Dental patients received treatment including extraction of teeth, filling of carries and other minor surgery etc. Three cases of suspected Scrub Typhus cases (which is an endemic disease in this area) were also diagnosed out of which two were successfully treated. Screening of HIV/AIDS, Malaria, Hepatitis B (HbsAg), Blood Sugar, Hb%, Blood Grouping, Pregnancy Test, TB test and other routine examination were also done. This is the first Mega Health Camp ever organized in the Kalaktang area of West Kameng District, according to an official release.

Ex-servicemen Rally at Deomali

BJP cry foul

ITANAGAR, Aug 19: Bharitiya Janata Party in a memorandum to Chief Election Commissioner, Election Commission of India at Banquet Hall Itanagar on August 18 said that there has been gross miss-utilization of the entire state machineries including government vehicles in favour of the ruling party candidates in the Arunachal Pradesh which is unfair and violation of the election rules. It said that such irregularities be checked and monitored strictly as the state goes to the polls in October 2009.

It further urged the commission for immediate action under the elections rules and pass necessary order to the state government for immediate transfer and posting of those Officers who are related directly to Elections activities and overstayed their three years tenure at a same posting place.

BJP added that Arunachal Pradesh Defacement Act 1997 is misused by party in power against the opposition party during elections.

It also urged the commission to look into the deletion of genuine voters and pass necessary directives to the concerned DEO/EROs on the matter.

ATU urges students to remain alert on Swine flu

ITANAGAR, Aug 19: Arunachal Tribal Students’ Union appealed the different colleges and universities of the country to pay special attention to the Arunachalee students who have been pursuing different courses outside the state.

It also urged the students of Arunachal Pradesh who are pursuing different technical and non technical education in different part of the country to take preventive measures and organize awareness camp amongst the students on Swine Flu. It also appealed the state government to stop inflow of tourist in the state for a certain period of time.

ITANAGAR, Aug 19: Quality & time are the key aspects of PMGSY, said RWD Minister Chowna Mein while inaugurating the fourth 2-day Review Meeting on PMGSY of Miao Circle at Namsai on Aug 17 last. All the field engineer’s & the contractor/contracting agencies attended it.

While advising the field engineer’s & the contractors/ contracting agencies for quality construction of the road in a time bound manner, he emphasized on professional approach and ethics in execution of the flagship programme.

T. Bagra, Commissioner, RWD also participated in the two days meeting and reviewed all the 644.00 Km ongoing projects with field engineer’s and contractor’s alongwith the chief engineer and chief executive Officer.

PPA mourns Karlo’s death

ITANAGAR, Aug 19: Peoples’ Party of Arunachal has mourned the untimely demises of the party’s Vice-President Tamar Karlo. His demise is enormous loss to the P.P.A in particular and Arunachal Pradesh in general. We have lost one of our pioneering and committed leader, the party said.

Tamar Karlo played many pioneering roles during the formative stage of present state of Arunachal Pradesh.

He was elected as an Agency Council for years 1965 to 1972. Then during years 1972 - 1978 he was again elected as the Zila Parsishad Member of Siang District and during years from 1978 to 1982 he was the Vice-President Siang Zila Parishad, PPA said in a release.

He was one of the founding members of the Peoples’ Party of Arunachal in 1977 and played active role in re-organizing the PPA 2007.

He was pioneering in protection of territorial integraty and indigenous right of the people of Arunachal Pradesh. Besides, his political activism, he played leading role in social reforms and education development. He is instrumental in abolishing slavery and opium addiction in Siang district. He was one of the leading figure in struggling for introducing English as the medium of instruction in the schools in Arunachal Pradesh.

The PPA paid homage to the departed soul and prayed for his eternal peace.

Power line disrupted

ITANAGAR, Aug 19: Executive Engineer (Elect), Naharlagun Electrical Division, Department of Power informed that the heavy torrential rain that occurred on August 13 damaged the 33 KV line enroute Kimin -Lichi village point of Kimin- Ziro road washing away 5-6 Km line burying most of the assets under debris.

33 KV line in the road portion from 10 - 17 Km and 21 - 25 Km from Kimin point, there has been partial damages but services has been affected. The cumulative damage of electrical installations has gone to the tune of Rs 70-80 Lakhs. The renovation work is going on in a war footing employing available manpower and materials at site. The completion of renovation work is estimated to take 2-3 months time period owing to likely delay in road connectivity.

Initiative are in place to ensure power supply to the area.

Quiz competition held at K.V. No. 2

ITANAGAR, Aug 19: The Itanagar Capital Complex administration, Naharlagun is celebrating Rajiv Gandhi Akshay Urja Diwas at Rajiv Gandhi Stadium, Naharlagun on Aug 20.

As a part of the programme, quiz and essay writing competitions for classes IX to XII was conducted today at K.V. No. 2, Chimpu, Itanagar and Govt. Hr. Sec. School, Model Village, Itanagar respectively.

The remaining programmes like Marathan, 100 mtr race & painting competitions for students will be conducted at Rajiv Gandhi Stadium, Naharlagun on Aug 20.

The main objective of the celebration is to create awareness among the people regarding the sources and advantages of using renewable energy devices. The chief guest for the function at Rajiv Gandhi Stadium will be MLA Kipa Babu and the guest of honour will be Joram Begi, Director, NERIST.

ITANAGAR, Aug 19: Abotani Vidya Niketan, Pachin, Naharlagun celebrated Independence Day at its school premises.

Kipa Kain attended the function as Chief Guest. He advises the students to maintain discipline and respect teachers to become a good citizen.

In earth we shall all blend

Madam,

“An election is coming. Universal peace is declared, and the foxes have a sincere interest in prolonging the lives of the poultry”. This statement from George Elliot rattles in my mind every time when election is to be held in India and in particular Arunachal Pradesh. Forget and forgive my cynicism.

The creation of new district and also the proposal for the creation of autonomous regions, I believe, had surely brought enormous political mileage to the leaders with election round the corner. Saviour of the neglected, leader with vision, messiah, etc like bombastic and fantastic superlatives and adjectives might be doing the round in their respective constituencies, I presume. For sure, Butcher can only understand in terms of bits and parts.

There is no doubt that some parts of our state are not getting due attention and commitment. I spent considerable part of my life, 13 years, in a place called Deomali and feel a kind of filial love with the place and people. Yes, sadly they were and are getting the wrong end of the cone and we should not expect them to be nonchalant and callous for too long. Also, creation of new districts on pretext of administrative convenience will not augur well for the people of the state in future. When the need of the hour is integration, we are disintegrating.

The population of Mumbai is approximately 1.2 crores (approx. 5x than our state), even then the city is flourishing and prospering. The simple answer to that is presence efficient means of transport and communication facilities. Our problem is lack of efficient means of transport and communication facilities. Accept it and work towards it, then there would be no administrative inconveniences. Time has come to change our perceptions about being distinct tribes and to rise above divisive politics. Nobody is blue blooded or superior. We are but born of earth and in earth we shall all blend.

Awareness on health and hygiene

Madam,

Through the columns of your esteemed daily, I on behalf of the medical staff of the District Hospital, Seppa would like to appreciate East Kameng deputy commissioner Pige Ligu for conducting clean drive in Seppa town. We hope many more programmes related to health and hygiene under his dynamic administration near future.

Seppa has been witnessing epidemic like malaria and other diseases such as typhoid, TB, dysentery, diarrhea throughout the year because of lack of proper drainage system, garbage system and due to lack of civic awareness.

Therefore, as a doctor, I appeal district administration, social workers, public leaders, students’ union, NGOs, teachers and intellectual group of the area to bring awareness about health and hygiene and civic sense for healthy and clean environment.
